Initial project setup: Vite 8 + React 19 + TypeScript + Tailwind v4 + React Router v7 + MUI v9

- Vite 8 with @tailwindcss/vite plugin (no PostCSS needed)
- Tailwind v4: imports only theme.css + utilities.css, skipping preflight
- MUI v9 with Emotion, CssBaseline replaces Tailwind preflight
- StyledEngineProvider injectFirst + CSS @layer order for correct cascade
- React Router v7 imported from react-router
- Home page demonstrating MUI components + Tailwind utility classes together
